This is in response to your request for a certificate of compliance under the U.S. Consumer Product Safety Improvement Act (CPSIA) for 3M™ Safety and Security Window Films. CPSIA amends section 14(a)(1) of the Consumer Product Safety Act (CPSA), 15 USC 2063(a)(1), to require a certificate of compliance for products manufactured on or after November 12, 2008 that are subject to a consumer product safety rule under CPSA or similar rule, ban, standard, or regulation under any other Act enforced by the Consumer Product Safety Commission (CPSC).

3M Safety and Security Window Films are tested as a component of a glazing material (i.e., organic coated glass), according to impact test specifications described in CPSC 16 CFR 1201.4: Safety Standard for Architectural Glazing Materials, but Safety and Security Window films, by themselves, are not architectural glazing materials as defined by this standard. Their function depends on the underlying glass and other factors outside of 3M’s control and a manufacturer’s certification of compliance is therefore not required or appropriate.
